The founding declaration of the Neogradiensis Euroregion was signed by the representatives of the Nógrád county on the Hungarian side and by the representatives of the districts of Lučenec, Veľký Krtíš and Poltár on the Slovak side, in September 1999. After the preparatory works, the charter was signed on the 25th of March 2000 in Lučenec. The contracting parties were represented by the representatives of the involved associations - on the Slovak side: the Neogradiensis Region Lučenec and on the Hungarian side: the Neogradiensis Régió Egyesület Salgótarján. The Area Development Plan of the Hungarian side was accredited in 2001, the Strategic Development Plan of the euro-region's Slovak side was accredited in 2002. The proposal of common cross-border projects was also defined.

The objective is to help create a successful competitive economic space in the area of the Neogradiensis Euro-region, which is supported by the both states, which jointly uses its internal resources and which ensures a good quality of life and a perspective future for its inhabitants.

The area of the Euroregion includes the area of the historical Novohrad - on the Slovak side the districts of Lučenec , Poltár and Veľký Krtíš, on the Hungarian side the county of Nógrád.
